Article 1 

The Ministers shall be appointed in accordance with an Emiri Order determining the formation of the Council of Ministers and the Ministers of the State who are members in the Council.

Article 2 

AppointedMinisters MUST :

1.                 Be of original Qatari nationality;

2.                 Enjoy full civil capacity;

3.                 Be of good conduct and reputation, and have never beenconvicted by a final judgement of a felony or a custodial penalty with regard to anoffence involving moral turpitude or dishonesty, even if such person has been rehabilitated.

Article 3 

The Ministers shall take the oath stated in the Constitution before holding their positions. The oath shall be taken before the Emir and Prime Minister, and the Ministers shall retake the oath whenever involved in a reshuffle.
