Article 1 Starting Date: 28/09/2010
The text of Article 4 of Law No. 21 of 2004, referred to above, shall be replaced with the following text: “Article 4 In addition to the competencies prescribed by the provisions of the Constitution and Legislation, a Minister shall undertake the following competencies: 1. Supervising the implementation of the general policy of the Ministry following approval by the Council of Ministers and deciding on the important matters relating to this policy and in accordance with it; 2. Presenting to the Council of Ministers the topics related to the Ministry's activity, and the data and reports related to it; 3. Implementing the legislation relating to the Ministry's activity and issuing decisions necessary for the implementation of such legislation and meeting its provisions in all technical, administrative and financial aspects within the limits of the Ministry's budget; 4. Issuing decisions determining the fees for services performed by the Ministry or government bodies or public authorities and corporations that report to the Minister, or amending or cancelling fees following adoption by the Council of Ministers; 5. Issuing decisions on Ministry staff affairs according to the legislation governing Human Resources Management; 6. Supervising the preparation of the annual draft budget of the Ministry; 7. Proposing legislation relating to the Ministry's activities.”
