We, Hamad bin Khalifa Al-Thani, Deputy Emir of Qatar,
Having perused the Amended Provisional Constitution, in particular Articles 13, 22, 23, 27, and 34 thereof;
The Emiri Order No. 3 of 1982 concerning the appointment of the Deputy to the Emir of Qatar;
Law No. 8 of 1979 on Publications and Publishing;
The proposal of the Minister of Education;
The draft law submitted by the Council of Ministers;
Hereby issue the following law:

Articles Article 1
The term "compilations" is used in this Law to refer to inter alia the following:
1. Books, pamphlets, reports and statistics prepared for sale or distribution without a consideration (including government publications),
2. Theses and school books.
3. Official, semi-official and private magazines and newspapers.
4. Calendars, periodicals, directories and bibliographies such as indexes, catalogs and lists.
5. Atlases, illustrations and maps.
6. Musical and lyrical publications prepared for sale or publication.
7. Audio and visual tapes and documentary slides.
Article 2 The following are not included in the aforesaid compilations: 1. Forms related to applications and fulfillment of administrative or commercial data. 2. Stocks, bonds and other securities of monetary value. 3. Commercial prints and advertisements and the lists of commercial prices. 4. Invitation and visitation cards, tickets and letters, calendars, forms and records. 5. Internal administrative and regulatory circulars and memoranda, whether public or private.
Article 3 The author, printing press and the publisher shall be committed jointly to deposit five copies of each compilation at the Qatari Dar al-Kutub before preparing the compilation for distribution. Where the printed number was limited to five hundred copies, the commitment to deposit is limited to three copies.
Article 4 The Qatari author and Qatari publisher, and the foreign author who issues a compilation while permanently residing in the State of Qatar, shall execute the deposit regulation stipulated above if their compilations were printed abroad.
Article 5 The commitment of those responsible to deposit pursuant to Articles 3 and 4, shall, whenever they possess copies, be applicable to compilations that have not been published nationally or abroad within a period of ten years before the enforcement of this law.
Article 6 Reprinted compilations shall comply with the above mentioned deposit provisions.
Article 7 Where different types of paper were used in printing, the deposit shall be of the highest quality paper.
Article 8 The deposit at the Qatari Dar- al-Kutub shall be free of charge in exchange for receipt according to the procedures decided by the Minister of Education.
Article 9 Deposit officials shall inscribe the number and date of deposit on each copy of the compilation before preparing it for distribution.
Article 10 The Qatar National Library (QNL) or Dar Al Kutub shall prepare a bibliographical index for each compilation or work deposited therein to facilitate access to the national and local intellectual production.
Article 11 Any person who contravenes the provisions of Articles 3, 4, 5 and 6 of this Law shall be punished by a fine not less than five hundred (500) Riyals and not exceeding two thousand (2000) Riyals. Without prejudice hereto, those responsible of depositing shall deposit the required copies, failing which the Qatari Dar al-Kutub may purchase the required copies and recover the costs and expenses of obtaining them through administrative execution.
Article 12 Any person who contravenes the provisions of Article 9 of this Law shall be punished by a fine not exceeding two thousand (2000) Riyals.
Article 13 Article 60 of Law No. 8 of 1979, and every other provision that contravenes this Law, shall be cancelled. The provisions of this law shall not prejudice any commitment to deposit compilations or publications for any party other than the Qatari Dar al-Kutub.
Article 14 All competent authorities, each within its own area, shall execute this Law, which shall come into force (30) thirty days after being published in the Official Gazette.
