We, Hamad bin Khalifa Al-Thani, Deputy Emir of Qatar;
Having perused the Amended Provisional Constitution, in particular Articles 22, 23, 34 and 51 thereof;
Emiri Order No. 1 of 1988 appointing the Deputy Emir of Qatar;
Decree-Law No. 24 of 1974 specifying the competencies of the Ministry of Municipal Affairs;
Law No. 4 of 1985 on the regulation of buildings;
The proposal of the Minister of Municipal Affairs;
The bill presented by the Council of Ministers; and
After taking the opinion of the Shura Council,
Hereby promulgate the following law: 


Articles

Article 1


The demarcation of the boundaries of the Rawdat Rashid Village consists of its polygon of geodesic straight lines linking points 1 to 6 whose geographical latitudinal and longitudinal location is illustrated on the map and details accompanying this Law.Its general shape is pentagonalincludes the road leading to the Village. Its total area is 1,251,325 square meters and the general description of its boundaries is as follows:
Western Boundary:                                            
It consists of two geodesic straight lineslinking points 1, 2and 3. Point 1 is located south of the city and about 250 meters west of the axis of the main road.
Point 2 is located northwest of point 1and together they form a nearly parallel line to the main road.
Point 3 is located north of point 2 and together they form a parallel line to the main road.
Northern Boundary:
It consists of a geodesic straight line linking two points 3and 4. Point 4 is located east of point 3 east of the main road.
Eastern Boundary:
It consists of two geodesic lines linking three points, starting with point 4,passing through point 5, and ending with point 6. Point 5 is located southeast of point 4 and together they form a nearly parallel line to the main road of the Village.
Point 6 is located south of point 5and together they form a nearly parallel line to the main road.
Southern Boundary:
It consists of a geodesic straight line linking two points 1 and 6 which are the starting and end points. The line linking them is nearly perpendicular to themain entrance road.


 

Article 2


(A) The granting of building licenses or modifying, expanding or demolishing buildings or for drilling or other acts in territories outside the boundary lines described in Article 1 of this Law is prohibited under Article 1 of Law No. 4 of 1985, referred to above, unless authorised by a resolution of the Minister of Municipal Affairs and within the public interest.
(B) Applications for registration or issuance of deeds of land located outside the boundary lines referred to in the preceding paragraph shall not be accepted except by a resolution of the Minister of Municipal Affairs after taking the opinion of the Department of Real Estate Registration and Documentation.
 


 

Article 3


All competent authorities, each within its own jurisdiction, shall enforce this Law which shall come into force from the date of its issuance and shall be published in the Official Gazette.
