We, Hamad Bin Khalifa Al-Thani, Deputy Emir of the State of Qatar,
Having perused the amended Provisional Statute, in particular Articles 22, 23, 34 and 51 thereof;
Emiri Order No. 1 of 1988 on assigning a Deputy Emir for the State of Qatar;
Decree-Law No. 24 of 1974 assigning the competencies of the Ministry of Municipal Affairs;
Law No. 4 of 1985 on the organisation of buildings;
The proposal of the Minister of Municipal Affairs;
The draft law submitted by the Council of Ministers; and
After consulting the opinion of the Shura Council;
Hereby promulgate the following law:


Articles

Article 1


The cities of Umm Salal Muhammed and Al Khuraitiat shall be delimited as follows:
  1. The polygon boundary of the part located west of Al Shamal Road is composed of straight geodesic lines joining points 1 to 8 as its coordinate locations between the geographic latitude and longitude prescribed in the map and statement enclosed with this Law. The total area of this part is 11.127.079 square meters. Its general description is as follows:
 
Eastern boundary:
It consists of a straight geodesic line parallel to Al Shamal Road and joining points 1 and 2. Point 1 is located west of Al Shamal Road and south of Al Khuraitiat, at a distance of 1,400 meters south of the main entrance and 132 meters from the axis of Al Shamal Road. Point 2 is located north of point 1 and the northern entrance of the city of Umm Salal Muhammed, west of Al Shamal Road, at a distance of 132 meters from its axis.
 
Northern boundary:
It consists of a straight geodesic line parallel to the straight part from the beginning of the northern entrance to the city of Umm Salal Muhammed, joining points 2 and 3. Point 3 is located about 2,380 meters west of point 2.
 
Western boundary:
It consists of several straight and tortuous geodesic lines joining six points, starting with point 3 in a south westerly direction, passing through points 4, 5, 6 and 7, and ending with point 8.  Point 4 is located 2,000 meters southwest of point 3. Point 5 is east of point 4 directly beneath the overhead power line. Point 6 is 1600 meters south of point 5. Point 7 is located 950 meters east of point 6 and beneath the overhead power line. Point 8 is the end point located 1,150 meters south of point 7 and directly beneath the overhead power line.
  1. The polygon boundary of the part located east of Al Shamal Road is composed of a rectangular slice parallel to Al Shalamal Road and its boundaries are as follows:
 
Western boundary:
A straight line parallel to Al Shamal Road and 132 meters from its axis.
 
Southern boundary:
A straight line perpendicular to Al Shamal Road, located north of the area of Al Duhail camp directly southeast of the southern boundary of the part of the city located west of Al Shamal Road.
 
Eastern boundary:
A straight line parallel to the western boundary and about 2,000 meters from it.
 
Northern boundary:
A straight line perpendicular to Al Shamal Road and along the same northern boundary of the part of the city located west of Al Shamal Road.


 

Article 2


  1. Granting permits for building, modifying, expanding or demolishing buildings, or for drilling or other works stated in Article 1 of Law No. 4 of 1985 on the organisation of buildings, referred to above, shall not be allowed on land located outside the boundary lines stipulated in the preceding Article except by a decision of the Minister of Municipal Affairs within the limits of the public interest.
 
  1. No applications for the registration or issuance of title deeds to land located outside the boundary lines referred to in the preceding paragraph shall be accepted except by a decision of the Minister of Municipal Affairs after taking the opinion of the Department of Real Estate Registration and Documentation.


 

Article 3


All competent authorities, each in their respective jurisdiction, shall enforce this Law from the date of its publication in the Official Gazette.
