We, Hamad Bin Khalifa Al-Thani, Deputy Emir of the State of Qatar;
Having perused the amended Provisional Statute, in particular Articles 22, 23, 34 and 51 thereof;
Emiri Order No. 1 of 1988 on assigning a Deputy Emir for the State of Qatar;
Decree-Law No. 24 of 1974 determining the competencies of the Ministry of Municipal Affairs;
Law No. 4 of 1985 on the organisation of buildings;
The proposal of the Minister of Municipal Affairs;
The draft law submitted by the Council of Ministers; and
After consulting the opinion of the Shura Council;
Hereby promulgate the following law:


Articles

Article 1


The city of Al Shamal shall be delimited in a manner such that its boundaries polygon is composed of straight and curved geodesic lines joining points 1 to 13, its coordinate locations between the geographic latitude and longitude prescribed in the map and statement enclosed herewith this Law, and its total area is 4.915.522 square meters.
Its general description as follows:
 
Western boundary:
It consists of a straight geodesic line joining five points, starting with point 1, passing through points 2, 3 and 4, and ending with point 5.
Point 1 is located directly on the northern coast of the Gulf and is shared with the city of Abu Dhalouf to the west. Point 2 is located about 700 meters south of point 1. Point 3 is located about 350 meters south of point 2. Points 1 and 2 form a straight line located about 350 meters west of the Police and Fire stations in the city.
Point 4 is located about 850 meters south of point 3 and about 200 meters from the furthest existing urban construction zone to the west of the city.
 
Point 5 is located about 1,100 meters south of point 4 and the connecting lines between point 5 and Points 1, 2, 3 and 4 forms the eastern boundary of the city of Al Shamal.
 
Southern boundary:
It consists of straight geodesic lines joining three points, starting with point 5, passing through point 6 and ending with point No. 7.
Point 6 is located about 1,800 meters east of Point 5 and directly west of Al Shamal Road. These two points form a line which is composed of a large part of the southern boundary of the city and about 1,100 meters from the southern road of the Al Shamal city heading to Abu Dhalouf.
Point 7 is located northeast of point 6 and together they form a line perpendicular to and crossing Al Shamal Road and about 250 meters from the axis of the road to the east.
 
Eastern boundary:
It consists of a straight geodesic line joining seven points, starting with Point 7, passing through points 8, 9, 10, 11, 12 and 13, and ending with point 13. Point 8 is located about 300 meters northwest of point 7 and about 70 seventy meters from the southern boundary of the Al Shamal Park. The line connecting them forms a line almost parallel to and about 250 meters east of Al Shamal Road.
Point 9 is located about 950 meters north of point 8 and south of Road No. 7. The connecting line between points 8 and 9 forms a line almost parallel to and about 250 meters east of Al Shamal Road and adjacent to the eastern boundary of the Al Shamal Park.
Point 10 is located about 35 meters north of Point 9 and north of Road No. 18 and forms with point 9 a line perpendicular to road No. 18 and almost parallel to and about 250 meters east of the Al Shamal Road. This is a shared point with the boundary of the city of Ruwais, which is bounded by the eastern side.
Point 11 is located in the south-western corner of the Ruwais cemetery, about 850 meters north of point 10, and the connecting line between them forms a line almost parallel to and about 250 meters to the east of Al Shamal Road. This point is also shared with the boundary of the city of Ruwais.
Point 12 is located about 250 meters northwest of point 11 and is located east of the road leading to the port. It is also considered a shared boundary point with the city of Ruwais.
Point 13, which is the ending point, is located on the Gulf coast directly northeast of and about 250 meters from point 12. It is also considered a shared boundary point with the city of Ruwais and forms the northwest corner of it and the eastern corner of the city of Al Shamal.
 
Northern boundary:
It is the northern coastline and joins points 1 and 13, which are the starting and ending points.


 

Article 2


  1. Granting permits for building, modifying, expanding or demolishing buildings, or for drilling or other works stated in Article 1 of Law No. 4 of 1985 on the organisation of buildings, referred to above, shall not be allowed on land located outside the boundary lines stipulated in the preceding Article except by a decision of the Minister of Municipal Affairs within the limits of the public interest.
  2. No applications for the registration or issuance of title deeds to land located outside the boundary lines referred to in the preceding paragraph shall be accepted except by a decision of the Minister of Municipal Affairs after taking the opinion of the Department of Real Estate Registration and Documentation.


 

Article 3


All competent authorities, each in their respective jurisdiction, shall enforce this Law from the date of its publication in the Official Gazette.
