We, Hamad Bin Khalifa Al-Thani, Deputy Emir of the State of Qatar;
Having perused the amended Provisional Statute, in particular Articles 22, 23, 34 and 51 thereof;
Emiri Order No. 1 of 1988 on assigning a Deputy Emir for the State of Qatar;
Decree-Law No. 24 of 1974 determining the competencies of the Ministry of Municipal Affairs;
Law No. 4 of 1985 on the organisation of buildings;
The proposal of the Minister of Municipal Affairs;
The draft law submitted by the Council of Ministers; and
After consulting the opinion of the Shura Council;
Hereby promulgate the following law:


Articles

Article 1


The city of Al Ghuwayriyah shall be delimited in a manner that its boundaries polygon is composed of straight geodesic lines joining points 1 to 8, its coordinate locations between the geographic latitude and longitude prescribed in the map and statement enclosed with this Law, and its total area is 1,386,285 square meters.
Its general description is as follows:
Western boundary:
It consists of a straight geodesic line perpendicular to the direction of the main entrance road to the city and connects points 1 and 2. Point 1 is located southwest of the city and 460 meters from the main entrance; point 2 is located northwest of point 1. The connecting line between them is 100 meters from the maximum current constructions of the city.
Northern boundary:
It consists of several straight geodesic lines joining six points, starting with point 2, passing through points 3, 4, 5 and 6, and ending with point 7.
Point 3 is located east of point 2 at the junction of the asphalt street northwest of two schools and the paved pass towards the west.
Point 4 is located north of point 3 at the end of the asphalt street which passes west of the two schools.
Point 5 is located 500 meters east of point 4.
Point 6 is located southeast of point 5 on the main entrance road and 360 meters from the northeast wall of the primary school for boys.
Point 7 is located east of point 6 and forms?? with it a contact line for the boundary of the main entrance, and is about 640 meters from the wall of the primary school for boys.
Eastern boundary:
It consists of a straight geodesic line joining points 7 and 8. Point 8, which is the ending point, is located south of point 7 and about 460 meters south of the main entrance road.
Southern boundary:
It consists of a straight geodesic line parallel to the main entrance road and joins points 1 and 8, which are the starting and ending points.


 

Article 2


A.   Granting permits for building, modifying, expanding or demolishing buildings, or for drilling or other works stated in Article 1 of Law No. 4 of 1985 on the organisation of buildings, referred to above, shall not be allowed on lands located outside the boundary lines stipulated in preceding Article except by a decision of the Minister of Municipal Affairs within the limits of the public interest.
B.   No applications for the registration or issuance of title deeds to lands located outside the boundary lines referred to in the preceding paragraph shall be accepted except by a decision of the Minister of Municipal Affairs after taking the opinion of the Department of Real Estate Registration and Documentation.


 

Article 3


All competent authorities, each in their respective jurisdiction, shall enforce this Law from the date of its publication in the Official Gazette.
