Law No. 17 of 1988 On the Delimitation of the City of Al Wakra 17 / 1988

We, Hamad Bin Khalifa Al-Thani, Deputy Emir of the State of Qatar;
Having perused the amended Provisional Statute, in particular Articles 22, 23, 34 and 51 thereof;
Emiri Order No. 1 of 1988 on assigning a Deputy Emir for the State of Qatar;
Decree-Law No. 24 of 1974 determining the competencies of the Ministry of Municipal Affairs;
Law No. 4 of 1985 on the organisation of buildings;
The proposal of the Minister of Municipal Affairs;
The draft law submitted by the Council of Ministers; and
After consulting the opinion of the Shura Council;
Hereby promulgate the following law:


Articles

Article 1


The city of Al Wakra shall be delimited in a manner that its boundary polygon is composed of straight and curved geodesic lines joining points 1 to 7 as its coordinate locations between the geographic latitude and longitude prescribed in the map and statement enclosed with this Law, and its total area is 13.372.818 square meters.
Its general description is as follows:
Southern boundary: consists of a straight geodesic line joining points 1 and 2. Point 1, the starting point, is located directly on the Gulf Coast south of the city, specifically at the junction of latitude 376500 with the coast line. Point 2 is located about 2,100 meters west of point 1. The connecting line between them is located about 2,300 meters south of the southern roundabout in Al Wakra.
Western boundary: consists of straight and curved geodesic lines joining points 2, 3 and 4. Point 3 is located west of Al Wakra and north of point 2 on the proposed outer road of Al Wakra which has been marked and is about 500 meters north of Al Wakair road.
Point 4 is located on the line between the northern boundary of Al Wakra and the southern boundary of Doha, west of the current Doha-Al Wakra road and about 1,132 meters from the axis of this road.
Northern boundary: consists of straight geodesic lines joining points 4, 5, 6 and 7. Point 5 is located to the east of point 4 on the touch line between the northern boundary of Al Wakra and the southern boundary of Doha, west of the current Doha Al Wakra road between the Al Wakra boundary of the axis of this road, and the connecting line between the two is a part of the northern boundary of the city of Al Wakra.
Point 6 is located to the south and slightly east of point 5, and west of the current Doha-Al Wakra road and about 132 meters from its axis, and about 2,200 meters from the northern Doha roundabout , and the connecting line between points 5 and 6 forms a line parallel to the northern part of the western boundary of the city and they enclose a rectangular slice of land 1,000 meters wide and which represents a part of the northern boundary of the city.
Point 7, the ending point, is located east of point 6 directly on the Gulf Coast and the line connecting them forms the remaining part of the northern boundary of the city. This part of the northern boundary of the city of Al Wakra is located about 800 meters south of the Abu Fontas Station.
Eastern boundary: a line of the sea coast of the Gulf joining point 7 to the north and point 1 to the south.


 

Article 2


  1. Granting permits for building, modifying, expanding or demolishing buildings, or for drilling or other works stated in Article 1 of Law No. 4 of 1985 on the organisation of buildings, referred to above, shall not be allowed on land located outside the boundary lines stipulated in the preceding Article except by a decision of the Minister of Municipal Affairs within the limits of the public interest.
  2. No applications for the registration or issuance of title deeds to land located outside the boundary lines referred to in the preceding paragraph shall be allowed except by a decision of the Minister of Municipal Affairs after taking the opinion of the Department of Real Estate Registration and Documentation.


 

Article 3


All competent authorities, each in their respective jurisdiction, shall enforce this Law from the date of its publication in the Official Gazette.
