Article 1 - Introduction
Article 1 In the implementation of the provisions of this resolution, the following words and expressions shall have the meaning assigned to each of them, unless otherwise required by the context. “Ministry” means the Ministry of Foreign Affairs.“Minister” means the Minister of Foreign Affairs.“Undersecretary” means the Undersecretary of State/Foreign Ministry;“Main offices or diwan” means the headquarter of the Foreign Ministry;“Diplomatic mission” means one of the diplomatic or consular missions.“Committee” means the committee for the affairs of diplomatic and consular corps.“Department” means the department of administrative and financial affairs.“Head of mission” means the person assigned by the state to head the mission in the capacity of ambassador, consul-general, permanent delegate or charged'affaires, either personally or deputized“Member of the two corps” means an official appointed in a grade of both corps“Mission member” means an official transferred to work in one of the missions abroad.“Family Member” means a spouse, or male sons younger than eighteen Gregorian years, non-married daughters and parents if residing therewith.“Salary” means the basic salary designated for grades occupied by officials, in addition to regularly earned increments.“Gross salary” means the salary plus designated increments and allowances specified hereunder.

Article 2 Appointment to vacancies shall be in accordance with the following: By an advertisement in at least two daily newspapers and containing the following information: Job description, compensation grades and conditions of the job. Name and location of entity to which the job application must be submitted, documents required to be enclosed, and deadline for acceptance of applications, provided that such deadline shall be not less than fifteen days from the date of publication of the advertisement. Method of appointment, either by interview with or without testing. In the case of testing, the type of test, subject matter, and date and location of test. Selection based on the interview and test results. Article 3

Article 6 Upon his appointment, a member of the two corps shall be entitled to the starting salary of the designated grade. However, upon approval of the minister or his delegate, the member of the two corps may be appointed at a salary higher than the starting salary of the designated grade, provided that such salary shall not exceed the average limit where his qualifications and experience exceed the minimum requirements for the position if such person possesses the type of experience required by the ministry. The member of the two corps shall be entitled to his pay with effect from the date on which he commences work. Article 7

Article 48 1. Members of the two corps at the main offices of the ministry may attend training courses for a period not exceeding six months, based on the committee's decision and the recommendations of the human resources training and development bureau. Where the term of the training course exceeds six months, such attendance shall be approved by the minister or his delegate, based on recommendations by the committee. Article 49

Article 52 The performance of a member of the two corps shall be appraised during the period from January through December each year, and such appraisal shall be in accordance with restrictions and formalities to be established by the committee. The concerned department shall prepare performance appraisal forms for approval by the committee. The direct supervisor shall prepare written performance appraisal reports on members of the two corps. Article 53

Article 58 1. The designated leave categories of a member of the two corps shall be as follows: Regular/ periodical leave. Emergency leave. Critical Zone leave Sick leave maternity leave (which incorporates the birth) Childcare leave (which incorporates the days after birth) Hajj leave Wedding leave Lawful Iddat (waiting period of the widow) Bereavement leave Attendance to spouse Muhram leave (unmarriageable person) Attendance of a patient abroad School leave Test leave The aforesaid categories shall not be included in the period of actual service. Article 85 A member of the two corps at the main offices of the ministry shall be entitled to a car loan equal to five times his salary but not less than Twenty-Thousand (QAR 20,000) Riyals and not more than One Hundred and Fifty Thousand (QAR 150,000). The car loan shall be repaid in monthly instalments over a period of forty-eight months. No other loan may be granted until settlement of any other loan obtained from any other government entity. Article 91 The ministry shall cover the education expenses for the children of the members of representative missions in host countries until the end of the secondary stage. Where no schools are available in host countries, such member shall be entitled to have his children educated in Qatar. The member shall annually submit proof that each school year has been successfully completed. Article 92

Article 103 A member of the representative mission and his family shall receive a first-class air fare allowance upon his appointment, transfer, regular leave, critical zone leave, or end of service. A muhram of a lady diplomat delegated for work in a mission shall also receive a first-class air fare allowance, provided that such muhram shall be in attendance with her. Payment of such allowance shall be as follows: One-way air fare upon issuance of the decision of transfer, i.e., a one-way air fare from the main office to a location abroad, from a location abroad to the main office, or from one mission to another within the same host country. Round-trip air fare from the mission station to Doha upon taking regular leave, provided that at least one year must have passed since taking any previous leave. This provision shall not apply, however, to a member transferred from a representative mission to the main office upon request by the ministry. Article 104

Article 113 The service of a member of the two corps shall be terminated for any of the following reasons: Reaching the age of sixty. Termination of contract duration. Resignation or disciplinary termination. Lack of medical fitness. Discharge from service by a disciplinary resolution. Criminal conviction or conviction for dishonesty, except in the case of a first-time conviction or where the court suspends execution of its sentence. In these two cases, the ministry shall determine whether the continuation of the member's service contradicts the requirements or nature of the job. Loss of Qatari nationality for any reason. In such case the member shall be subject to the provisions applicable to non-Qatari officials from the date on which he loses his Qatari nationality. Cancellation of position/job. Death. The resolution terminating a member's service shall be by the minister or his delegate and shall indicate the effective date of such termination. Article 114
