We, Tamim Bin Hamad Al-Thani, Deputy Emir of the State of Qatar,
Law No. 11 of 1962 establishing the Commercial Register System, as amended;
Law No. 5 of 1970 specifying the powers of ministers and functions of the ministries and other government agencies, as amended;
Law No. 12 of 1972 concerning the compulsory pricing and determination of profits, as amended;
Law No. 7 of 1974 organising the auditing profession;
Law No. 5 of 1989 on the State general budget;
Law No. 11 of 1990 on the establishment of the Qatar Chamber of Commerce and Industry, as amended by Law No. 11 of 1996;
Decree Law No. 22 of 1993 organising the Ministry of Finance, Economy and Commerce and specifying its functions;
Law No. 2 of 1999 with respect to combating fraud in commercial transactions;
Law No. 13 of 2000 regulating the investment of non-Qatari capital in the economic activity;
The Law of Civil Service promulgated by Law No. 1 of 2001;
The Commercial Companies Law promulgated by Law No. 5 of 2002;
Law No. 7 of 2002 on the protection of copyright and neighbouring rights;
Law No. 8 of 2002 regulating the business of commercial agents;
Law No. 9 of 2002 with respect to trademarks, trade indications, trade names, geographical indications and industrial designs and templates;
Law No. 16 of 2002 on the establishment of Qatar General Authority for Standards and Metrology;
Law No. 25 of 2002 on investments funds;
Law No. 1 of 2003 establishing Qatar International Exhibition Centre;
Emiri Resolution No. 1 of 2002 amending the formation of the Council of Ministers;
Emiri Resolution No. 8 of 1979 on the structure of undersecretaries;
Emiri Resolution No. 1 of 1998 establishing the Planning Council, as amended;
Emiri Resolution No. 37 of 2001 establishing the Supreme Council for Economic Affairs and Investment, as amended;
The proposal of the Minister of Economy and Commerce; and
The draft law submitted by the Council of Ministers;
Hereby promulgate the following Law:
