We, Khalifa bin Hamad Al Thani, Emir of Qatar,

Having perused the Amended Provisional Constitution, in particular Articles 23, 34 and 51 thereof;

Law No. 2 of 1961 on Qatari nationality, and the amendments thereto;

Law No. 5 of 1963 on the inadmissibility of the acquisition of foreign ownership of immovable properties in Qatar;

Law No. 14 of 1964 on the property registration system, and the amendments thereto;

The Law on Civil and Commercial Matters promulgated by Law No. 16 of 1971, as amended by Law No. 10 of 1982;

Law No. 9 of 1979 on documentation, as amended by Law No. 2 of 1996;

Law No. 6 of 1983 on commencing the executive steps of the Unified Economic Agreement between the GCC states;

Law No. 1 of 1984 implementing certain provisions of the Unified Economic Agreement between the GCC states;

Law No. 2 of 1987 on the organization of property ownership by citizens of the GCC states;

Law No. 13 of 1988 on the expropriation of property and its temporary seizure for the public benefit, as amended
by Law No. 23 of 1995;

Legislative Decree No. 20 of 1993 on the organization of the Ministry of Municipal Affairs and Agriculture and
setting up its terms of reference, as amended by Legislative Decree No. 27 of 1995;

The decision of the Supreme Council of the GCC at its fifth session, held in Kuwait in November 1984, and in particular
the 6th item regarding property ownership;

The decision of the Supreme Council of the GCC at its twentieth session, held in Riyadh from 27 to 29 November 1999,
on adoption of the amendments regarding the organization of property ownership by citizens of the GCC States;

The draft law presented by the Council of Ministers;

And after taking the opinion of the Consultative Council;

Hereby promulgate the following law:
