We, Khalifa Bin Hamad Al-Thani, Emir of the State of Qatar;
With due consideration to the Amended Provisional Constitution, in particular Articles 22, 23, 34 and 51 thereof;
Law No. 2 of 1962 regulating the general fiscal policy in Qatar;
Law No. 5 of 1970 specifying the powers of ministers and the functions of ministries and other government bodies, as amended;
Law No. 8 of 1976 regulating tenders and auctions, as amended;
Law No. 11 of 1980 in respect of the industrial regulation;
Law No. 6 of 1983 initiating the executive steps of the GCC Unified Economic Agreement;
Law No. 1 of 1984 implementing certain provisions of the GCC Unified Economic Agreement;
Law No. 3 of 1987 in respect of the exports by the GCC corporations and production units to the State of Qatar;
Law No. 7 of 1987 in respect of the controls on the practice of commercial activity by the GCC nationals in the State of Qatar,
The Emiri Decision No. 11 of 1979 regulating tender rules for enterprises and works of confidential nature for the Armed Forces and Police;
The Resolution of the Council of Ministers No. 1 of 1986 regarding the specification needed in certain goods and substances,     
The unified economic agreement between the countries of the Gulf Cooperation Council signed on 11 November 1981 in Riyadh as approved on 24/5/1982,
The Resolutions adopted by the GCC Supreme Council at its 7^th Session, November 1986, Abu Dhabi, the United Arab Emirates,
The proposal submitted by the Minister of Finance and Petroleum and Minister of Public Works,
The draft law submitted by the Cabinet, and
Having consulted the Shura Council,
Hereby promulgate the following law:
