Having perused the Amended Provisional Constitution, in particular articles 22, 23, 31, 34 and 51 thereof,

Emiri Order No. 1 of 1993 appointing a Deputy Emir of Qatar,

Law No. 5 of 1970 defining the powers of ministers and the functions of the ministries and other
government agencies, as amended,

Law No. 8 of 1987 on the organization of the Presidency of Sharia courts and religious affairs as amended
by Law No. 5 of 1992,

Decree-Law No. 12 of 1991 on the establishment of the Civil Service Bureau,

Law No. 8 of 1992 creating the Zakat Fund,
Emiri Order No. 1 of 1992 restructuring the Council of Ministers,

Emiri Resolution No. 14 of 1978 establishing the Position of Undersecretary of the Ministry and Determining a Salary Grade thereof,

Emiri Resolution No. 8 of 1979 on the system of undersecretaries,

Emiri Resolution No. 4 of 1989 establishing the Supreme Council for Planning, as amended by Emiri Resolution No. 21 of 1992,

The proposal of the Minister of Awqaf and Islamic Affairs,

The bill submitted by the Council of Ministers; and

After consulting the Shura Council,
