Ranks of the Diplomatic and Consular Corps and App
2 Article
The ranks of the Diplomatic and Consular Corps shall be classified as follows:
Ambassador: shall be granted the title of Ambassador Extraordinary and Plenipotentiary when appointed to the post of head of a representative mission abroad.
Minister Plenipotentiary: shall be granted the title of Envoy Extraordinary and Minister Plenipotentiary when appointed to the post of head of a representative mission abroad.
Counsellor or consul general.
First secretary or consul.
Second secretary.
Third secretary or deputy consul.
Attaché.
3 Article
Ambassadors and ministers plenipotentiary shall be appointed by an Emiri resolution upon the proposal of the Minister, whereas the appointment of other members of the Diplomatic and Consular Corps shall be by ministerial resolution.
4 Article
Any person appointed to a post in the Diplomatic and Consular Corps shall fulfil the following conditions:
Must be of Qatari nationality.
Must be of full legal capacity.
Must hold a degree from a recognised university or higher college, or havesocial standing and professional experience.
Must be of good character and reputation.
Must not have been convicted of an offence involving breach of honesty or honour, and must not have been discharged from service by a judgment or punitive decision.
Must have been certified as physically fit.
Must have passed or completed the requisite entrance exams and training programs.
Must not be married to a non-Qatari or non-GCC national subject to the provisions of the law regulating marriage to foreigners.
5 Article
1.
Prior to the discharge of their duties, members of the Diplomatic and Consular Corps shall take the following oath:
“I swear by Almighty God that I shall be faithful to the country and the Emir; respect Sharia law, the
Constitution
and the law; serve my country with honour, integrity and sincerity; and keep the secrets of my post.”
Ambassadors, ministers plenipotentiary, counsellors and consuls general shall take the oath before the Emir or his deputy in the presence of the Minister, while other members of the Diplomatic and Consular Corps shall take the oath before the Minister or deputy thereof.
6 Article
1.
Salaries, periodic bonuses and promotion periods of members of the Diplomatic and Consular Corps shall be determined by a resolution issued by the Emir.
Upon approval or proposal by the Minister, as the case may be, members of the Diplomatic and Consular Corps may be promoted to higher grades, irrespective of the minimum promotion periods, if the public interest so requires.
7 Article
1.
Where a former government minister or official is appointed to the Diplomatic and Consular Corps, he may be paid the same basic salary that he previously received, even where such salary exceeds the highest pay grade of the post.
Any person in the position of ambassador who is granted the rank of Undersecretary shall be entitled to the salary, benefits and allowances allocated to such rank.
8 Article
Administrative officials transferred to foreign missions shall be entitled to the same bonuses, allowances and benefits received by other diplomats at the same grade.
9 Article
The jurisdiction of competence of members of the Diplomatic and Consular Corps shall be the territory of the country/countries in which they are accredited.
