Articles
1 Article
The Ministry of Endowments and Islamic Affairs shall be formed and its Terms of Reference defined as contained in this Law.
2 Article
In addition to the general terms of reference provided for in Law No. 5 of 1970 referred to the Ministry of Endowments and Islamic Affairs shall assume the following duties:
1- To propose the policies and plans relating to the Ministry and follow up their implementation.
2- To disseminate Islamic Da’wah (i.e. The Islamic Call) and to work to display the effect of Islam and Islamic values in the progress and advancement of humanity.
3- To establish, administer and supervise over mosques to ensure their discharge of their mission in the most perfect manner.
4- To spread Islamic culture and develop religious awareness using all suitable means.
5- To strengthen relations with Islamic bodies and organizations around the world.
6- To administer, supervise and take care of endowment affairs and invest the revenues realized therefrom.
7- To take the necessary measures to wind up estates and distribute them to the beneficiaries, and to administer the assets of minors and other such individuals.
8- To carry out executive functions for the various activities and services necessary to administer the Zakat fund.
9- To propose draft laws and bylaws related to the terms of reference of the Ministry.
3 Article
Subject to the general duties of the Minister in accordance with the provisions of Law No. 5 of 1970 referred to, the Minister shall assume the following duties:
1 - General supervision over the management of the affairs of the Ministry and its methods of carrying out its duties.
2 - Issuance of the resolutions necessary to regulate the function of the Ministry.
3 - Supervision over the affairs of the Shariah courts from the administrative and financial aspects.
4- Submission of the recommendations of the Head of the Shariah Courts with respect to the courts and judges to the Emir after expressing an opinion thereon.
5 - Supervision of Pilgrimage (Hajj) affairs.
6 - Supervision of the Authority for the Issuance of Shariah Verdicts
7 - Supervision of the Zakat Fund.
8 - Representation of the State in regional and international conferences, bodies and organizations within the Ministry’s field of activity.
4 Article
The Minister shall have an office director under him directly who shall assume the following duties:
1 - Organization of the files, correspondence and papers in the Minister's office.
2 - Receipt of correspondence addressed to the Minister and preparation of the same for presentation to him,
3 - Distribution of the correspondence referred to, to the relevant authorities for review in accordance with the instructions of the Minister.
4 - Preparation of the memos and correspondence assigned to him by the Minister.
5 - Liaison with various bodies with respect to providing the required details and documents.
6 - Notification of the relevant authorities of the Minister’s endorsements and instructions and brief him on the status thereof.
7 - To attend interviews and discussions that he is allowed to attend by the Minister and record what he directs him to.
5 Article
The following shall be regulated by means of a law:
1- Shariah courts and the determination of their terms of reference and the procedures that must be followed before them.
2- Affairs related to the issuance of verdicts in Shariah issues and religious matters and the announcement of religious events.
3 - Supervision of Pilgrimage (Hajj) affairs.
6 Article
The unit for planning and follow-up at the Ministry shall assume the duties stipulated in Emiri Decree No. 4 of 1989 for the creation of the Supreme Council for Planning. A resolution of the Minister shall be issued for its formation.
7 Article
Subject to the general duties of the undersecretary in the Ministry in accordance with the provisions of Law No. 5 of 1970 and Emiri Decree No. 9 of 1979, referred to, the undersecretary shall assume the following duties:
1- Proposal of the draft bylaws and resolutions to regulate the functions of the Ministry to give effect to its terms of reference.
2 - Approval of expense and financial documents in accordance with the financial provisions and regulations.
3 - Proposal of amendment to the organization of the administrative units that make up the Ministry as well as definition and amendment of their terms of reference.
The undersecretary of the Ministry may delegate some of his duties to the assistant undersecretaries or the managers of the administrative units at the Ministry.
8 Article
The Ministry of Endowments and Islamic Affairs shall consist of the following administrative units:
1 - Department of Endowments.
2 - Department of Islamic Affairs.
3- Department of Da’wah
4 - Department of Mosque Affairs.
5 - Department of Estates and Minor Affairs
6- Department of Administrative and Financial Affairs.
7 - Research and Studies Centre
9 Article
Each of the departments of the Ministry shall be headed by a director who shall be directly responsible to the undersecretary and shall assume the following duties:
1 - To discharge the affairs of the department and follow-up its work progress, and coordinate with the divisions and offices under the department.
2 - Proposal of the resolutions required for the development of the department’s activity.
3 - Preparation of the draft budget of the department.
4 - To adopt the resolutions and to sign for various transactions that fall within its terms of reference.
10 Article

The Department of Endowment Affairs shall be concerned with the following:
1- Administration, supervision and regulation of endowment affairs to ensure the achievement of its objectives.
2- Investment and development of endowment funds, and to grow its revenues on the basis of economic principles.
3- Supervision of funds bequeathed or donated to an avenue of charity.
4- Working to promote the endowment of assets to charitable avenues and to widen the scope of charitable endowments.
11 Article
The Department of Islamic Affairs shall be concerned with the following:
1- To spread Islamic culture and develop religious awareness using all suitable means.
2- To print and distribute copies of the Noble Qur’an and Islamic books, and to collect, edit and publish valuable manuscripts.
3- To clarify Islamic rules in relation to doubts raised thereon and to work on repelling and resisting such doubts.
4- To handle operations for the collection of donations for religious purposes, to direct them to the noble objectives they were set aside for, and to monitor their reaching the avenues concerned.
5- To audit and review copies of the Qur’an and religious books, to prevent the circulation of errors or encroachments on religion contained therein.
6- To establish and administer Islamic libraries under the Ministry and to provide them with publications.
7- To strengthen religious ties with global Islamic bodies and organizations, to participate in Islamic conferences, and to contribute to hosting and setting up Islamic conferences and forums in the country.
12 Article
The Department of Da’wah shall be concerned with the following:
1- To disseminate Islamic Da’wah (i.e. The Islamic Call) and to work to display Islamic values and show its effect in the advancement of society.
2- To organize preaching and counselling and to prepare the programs necessary for that purpose, to secure the means to ensure the advancement of the knowledge of those involved in Islamic da’wah, and propose that which deepens Islamic awareness.
3- To coordinate with the media in the propagation of da’wah and Islamic guidance.
4- To organize programs for non-Arab Islamic communities and new Muslims.
5- To supervise the Institute for Imams and Preachers and to develop its function in da’wah to prepare Imams and preachers that possess the necessary competence.
6- To work on promoting the memorization of the Noble Qur’an and its correct recitation in mosques.
13 Article

The Department of Mosque Affairs shall be concerned with the following:
1- To develop the plans necessary for the needs of mosques in relation to the workers therein together with determining their required competencies and experience.
2- To select preachers, Imams, muezzins etc. to work in mosques and to supervise them.
3- To propose educational and training courses for those that work in mosques to raise their level and ensure that they carry out their duties in the best manner.
4- To establish mosques and license them in accordance with the needs of the various areas, to work on maintaining and furnishing them, to preserve them and to take care of all their affairs.
14 Article
The Department of Estates and Minor Affairs shall be concerned with the following:
1- To administer the affairs of minors and similar individuals and to invest their funds.
2- To implement the resolutions and rulings of the Shariah courts related to guardianship or curatorship.
3- To take the measures necessary to wind up estates and to supervise them until they are distributed in accordance with that prescribed by the relevant court.
15 Article
The Department of Administrative and Financial Affairs shall be concerned with the following:
1 - Application of the administrative and financial regulations and bylaws.
2- Implementation of the procedures related to employee affairs.
3- Identification of the needs of the Ministry in terms of manpower and jobs in coordination with the rest of its administration.
4- Evaluation of the training needs of the staff of the Ministry in coordination with the rest of its administration.
5 - To fulfil the needs of the Ministry and the various administrative units in terms of the supplies and equipment required for the performance of its functions.
6- To carry out executive functions for the various activities and services necessary to administer the Zakat fund.
7 - Preparation of the draft budget of the Ministry and follow up of its implementation.
8 - To create information systems and administer them.
9 - To carry out the public relations affairs of the Ministry.
16 Article
The Centre for Research and Studies shall be concerned with the following:
1- To prepare the research and studies relating to aspects of Islamic thought.
2- To contact scholars, thinkers and researchers to submit research papers and studies relating to topics that deal with issues of modern life in the light of Islamic values, and to select and publish those that are appropriate.
3- To establish archive systems for information that serves Islamic objectives.
4- To prepare and issue the Qatari calendar and distribute and issue regular bulletins.
5- To collect, classify and analyse statistical details in the Ministry and to prepare the reports and bulletins related thereto.
6- To copy office documents and archive them on micro-cassettes.
17 Article
Amending the organization of the administrative units that the Ministry consists of, by addition, deletion or merger and the determination of and modification to its terms of reference shall be by means of a resolution of the Cabinet based upon the proposal of the Minister.
18 Article
By means of a resolution of the Minister divisions may be created within the administrative units that the Ministry consists of as per the requirement of public interest. These divisions may also be abolished or merged; and their terms of reference may be determined and amended
19 Article
The Minister shall issue the bylaws and resolutions necessary for the implementation of the provisions of this law.
20 Article
Law No. 8 of 1987 referred to is repealed as is any provision that contradicts the provisions of this law.
21 Article
All relevant authorities, each within its own jurisdiction, shall implement this law which shall be effective from its date of issuance and shall be published in the
Official Gazette.
