1 Article
- Amended
The provisions of this law shall be applied to all ministries and other governmental bodies except:
The armed forces and police engaged in secret missions and tasks and work whose contracts and tenders conditions are set by an Emiri Resolution.
Qatar General Petroleum Corporation;for the oil industry in Qatar and abroad in all stages thereof, including the exploration and extractionof oil, natural gas, and other hydrocarbons;the production of these materials and their derivatives and sub-products;the transporting and storing of such materials; and the trading therein according to
Decree-Law No. 10of 1974
and the financial and administrative regulations and bylaws and regulatory rules governing the oil industry which are issued by a resolution from the cabinet based on the proposal of the corporation's board.
Any other body defined by a resolution from the cabinet based on the proposal of the Minister of Finance.
2 Article
The contracts of public works, contractors, services, importation and purchase of items shall be made through bids in accordance with the provisionsof this law. The Emir shall be empowered to exclude certaininvestment and technical contracts from the provisions of this law.
3 Article
Bids shall be public, restricted or local. Public and local bids shall be subject to the principles oftransparency, equality and the freedom of competition.
4 Article
Public bids are the set of procedures advertised according to the conditions set down by this law and aimedatreaching the bidder who presents the best offer. Bids shall be either domestic bids advertised inside the country or to the outside bidsadvertisedinside and outside the country.

Restricted bidsshall be restricted to establishments whose names are registered in lists prepared by the concerned governmental body after it isestablished that such establishments are of good reputation and sound financial, technical and productive standing. Such lists shall be considered onlyafter being approved by the Central Tender Committee asstipulated by
Article 7
of this law.
This method shall be applied only, when subjecting bids to free competition is against the public interest due to the bids' special nature or concluding conditions thereof. This method shall be approved by the Minister of Finance based on the proposal of the Central Tender Committee.
The Central Tender Committee shall be responsible of inviting establishments to participate in restricted bids.
Notwithstanding the foregoing, all rules governing public bids shall be applied to restricted bids.
6 Article

Local bidsare a type of public bid whose value shall notexceed one million (1,000,000) riyal in the category of importation. Participation in this type of bid shall be restricted to local contractors, importers and traders who are registered in the chamber of commerce in Qatar, the commercial register and other records stipulated by the law. The names of the traders and importers shall be registered in special lists prepared by the concerned governmental bodies. These lists shall be considered onlyafter the approval of the Central Tender Committee and the Minister of Finance.
