Chapter Three: on the work progress structure of the Municipal Council
16 Article
The Municipal Council shall meet regularly whenever the need arises, at the invitation of the President, but never less than eight meetings per year, and an extraordinary meeting may be convened at the request of at least one fourth of the number of members, and in the extraordinary meeting only the issues for consideration of which it was summoned may be discussed.
17 Article
The invitation to the meeting of the Council must be sent in writing to all members at least three days prior to the meeting, and this period may be shortened in cases of emergency.
18 Article
The secretary of the Council shall draw up an agenda under the supervision of the Director of the Municipality and present the agenda to the President for approval, and the secretary shall record the minutes of meetings.
19 Article
The President of the Municipality shall chair the meetings of the Council, and no meeting of the Council shall be valid unless a majority of the members are in attendance.
20 Article
The Municipal Council may, when discussing a matter relating to a specific department, request its manager to send a delegate from it to provide the information required, and this delegate shall have the right to participate in the discussion but not to vote
21 Article
The Council may deem to have resigned any member who fails without reasonable excuse to attend three consecutive sessions. And a resolution of the Council may be issued after hearing statements from a member, or after proving his absence from the meeting which he was invited to attend so that his statement could be heard, and it shall not be permitted to convene such a meeting before the passing of fifteen days from the date of inviting the member thereto.
22 Article
The manager of the Municipality shall take on the task of deciding the issues presented to the Council and shall not participate in the voting. And it shall be permitted for the President to invite whomever he sees fit from the staff of the municipal departments to provide clarification of the issues presented.

25 Article
The Municipal Council shall consist of the Finance Committee, and another for personnel affairs, and it shall be permitted to form other committees from among its members, or other persons, for researching one or more issues presented to it. These committees shall be able to invite any experts and specialists to provide the necessary information and give their technical opinions without participating in the voting. And the minutes of the committee meetings shall record everything which happens in the discussions, and it shall not be permitted for any member to combine membership of more than two committees.
26 Article
It shall not be permitted for any member, in a meeting of the Council or of its committees, to participate in the deliberation on any decision in which he has an interest, whether for himself personally or in the capacity of a trustee or custodian or agent.
27 Article
Resolutions shall be made by majority of the votes of the members present and, where the votes are tied, the President shall cast the deciding vote.
