1 Article
The four different types of visas are:
Residence visa
Entry visa
Transit visa
Return visa
The entry visa shall be valid to enter or transit Qatar.
The resolutions shall be issued by the government of Qatar in implementation of agreements with other governments; or in application of the principle of reciprocity shall be observed.
2 Article
Applications for visas shall be submitted to the Directorate of immigration, passports and nationality, or to the competent entity abroad.
3 Article
A transit visa shall be issued to a foreign passenger under the following conditions:
In the event that Qatar falls, by necessity, on his route to county of destination, with no other possible access except for landing on the Qatari lands.
That his passport has all entry or transit visas for the destination.
That he possesses the necessary air tickets to continue his trip.
Notwithstanding the foregoing, the passengers whose financial capacities to continue respective route are not in doubt may be exempted from the second and third conditions, if they provide evidences proving the validity of such reasons to substantiate their failure to secure the necessary air tickets or visas, in which case the transit visa shall be granted.
4 Article
The transit visa shall not authorize the passenger to stay on Qatari land for more than forty eight (48) hours. The passenger shall not apply for the extension of transit visa, during his stay in Qatar, except in emergency cases which oblige the passenger to stay back in the State such as illness or the failure of the transporting means in departing at the specified time. In such and other similar case, the duration shall be extended based on the requirements of necessity of the passenger to reschedule his travel.
5 Article
Foreign passengers enters Qatar for the purpose of visit or business activity or the like may be issued entry visas, wherein the validity of such visa shall be specified.
6 Article
The competent entities abroad may stamp visas on the passports of the following categories for entry into Qatar, without obtaining the permission from the Directorate of immigration, passports and nationality:
Senior and high ranked officials.
Managers, agents and representatives of trade establishments, and officials of other governments. Identification of such personalities of the aforesaid categories shall be mandatory prior to issuing the visa.
Persons recommended by the Ministry of Foreign Affairs or from the public officials of other States, unless a strong barrier exists.
Students returning to Qatar to join families and minors accompanied by relatives.
7 Article
The competent entities abroad shall not be authorized to issue entry visas for applicants who intend to work in the State, unless upon consulting with the Directorate of immigration, passports and nationality, and abide by the opinion thereof. The issuance of entry visas shall be upon fulfillment of the following conditions:
The applicant must have the technical expertise needed in Qatar.
The applicant must have competent Qatari sponsors.
The sponsor shall provide an acknowledgement concerning the good conduct of his sponsored, along with an undertaking to present such sponsored persons before the relevant Qatar authorities upon expiration of residence permit, and undertaking to pay the repatriation costs, should it be necessary.
The opinion of the Ministry of Labor and Social Affairsshall be required prior to any approval to issue entry visa, for each case separately.
8 Article
The competent entities abroad shall refer to the Directorate of immigration, passports and nationality in Qatar, and to abide by the opinion thereof, if such entities should have any temporary interest in the individuals desiring to enter Qatar. Such entity shall specify the nature of interest in such applicants as well as the required period of stay, provided that one of the following cases should be available:
The availability of sufficient revenues from outside Qatar.
The applicant shall be engaged in a permanent job in a known Qatari firm, provided that the application for visa and the determination of required stay in Qatar are recommended in writing by the manager of the firm, in addition, such letter of recommendation shall indicate that the applicant shall return to his work upon the expiration of the permitted period of stay.
9 Article
The competent entities abroad shall refer to the Directorate of immigration, passports and nationality in Qatar, and to abide by the opinion thereof with respect to issuance of entry visas for tourists and dependants, such as secretaries and servants, following the identification of the persons belong to category referred to herein above.
10 Article
Without prejudice to the provisions of article 6.4 hereof, the visa applications for minors shall be submitted on their behalf by respective trustees or guardians. Such applications shall be enclosed by an undertaking by the trustee or guardian in order to assume all responsibility following their entry into Qatar. In addition the application shall indicate the name, address and the capacity of the nearest of kin or sponsor of the minor, wherein such sponsor shall assume all expenses and costs of repatriation should it be necessary.
11 Article
The fees to be paid for each type of visa shall be specified as follows:

Telex transmission to Qatari embassies abroad for issuing entry visas to truck drivers transporting goods for Qatari traders.
50 for each telex to issue a single entry visa for one month, and 50 for each additional month
12 Article
Repealed by the Resolution of the Minister of Interior No. 7 of 1990):
13 Article
Without prejudice to the provision of article (18) hereof, in case an open entry visa is issued for a certain number of persons upon request by the Ministry of Education or any other government entity, the entire fees shall be collected for each visa. The applicant entity shall promptly notify the Directorate of immigration, passports and nationality with the name of persons required to be issued with the aforesaid visa
14 Article
The entry visa for the first time shall be issued for a single trip only. However, such visa may be issued as a multiple entry visa in case of submission of evidences proving the validity of such reasons by the applying entity.
15 Article
No person shall enter into Qatar without a valid entry visa. As an exception to the foregoing, upon approval by the Directorate of Immigration, Passports and Nationality, a non holder of an entry visa may be permitted to enter, in the event the concerned person has applied for an entry visa, while formalities related thereto took longer than normal time, or in case such person has applied upon arrival, in cases of emergency as substantiated by evidences proving the validity of such reasons accepted by the Directorate. The fees stipulated hereof shall be collected before such entry. Foreign officials and workmen working for the government, establishments or other entities, as well as the members of respective families residing therewith in Qatar, shall be exempted from a prior
return visa
as long as respective passports are valid and holding valid residence permits at the time of entry. It is provided that such persons hold letters from the managers of such entities to the effect that they continue to be employed by such entities.
16 Article
The entry visa may be issued by telex, provided that the applicant shall assume the fees stipulated hereof.
17 Article
The fees related to residence permits shall be stipulated as follows:

18 Article
The following categories shall be exempted from due fees for entry visas and residence permit, including the transfer of sponsorship:
The officials of the State, public organizations and institutions externally contracting with the forgoing, including spouses and children.
Visitors sponsored by the State or public organizations and institutions.
Scouting, sports, schooling and religious delegations.
The categories stipulated in article 29 of Law No 3 of 1963 referred to herein above.
Those exempted from the fees related to residence permit while transferring residence permits to new passports.
Sponsorship of those who shall be transferred to the State or public organizations and institutions.
Spouses in case of transferring the sponsorship of the father or husband.
19 Article
The following shall be exempted from the fees related to residence permit:
School students on scholarship to Arab countries sponsored by the internal section of the Ministry of Education.
Children under the age of two (2) years.
20 Article
The provisions of this resolution shall not prejudice the special mutual entry visas agreements; or the accepted norms.
21 Article
All competent authorities, each within its respective jurisdiction, shall implement the provisions of this resolution, which shall be effective from the date of issuance thereof and shall be published in the
Official Gazette.
