General Conditions
63 Article
All the devices and parts of the motor vehicle in general must be intact, in good condition and suitable for the discharge of its function and must bear the full capacity it was made for.
64 Article
The following must be found in a vehicle:
1- It must be designed and manufactured in accordance with industry requirements, and to be in conformity with the approved standard specifications.
2- All parts must be strong, intact and fully installed.
3- It must be in a condition ready for use and travel.
4- The chassis of the vehicle must be made of steel. No welds or links may be made in the chassis. Partial welds that are not completely circular may be made for purposes of providing strength, as required by the technical principles of the industry such that does not affect the strength, loads and stresses imposed upon it, which it was designed to bear.
If the vehicle has levers, it must be in such condition that it does not place the lives of people and wealth at risk when in operation.
65 Article
A motor vehicle must be equipped with the following:
1- Reflective mirror, by means of which the driver can view the road behind him clearly. Private vehicles, taxis, passenger vehicles and public transport vehicles must also be fitted with a reflective mirror outside the vehicle on the left side of the driver's field of vision.
2- One or more wipers on the front windshield according to the specifications of the vehicle.
3- Internal movable sun shields.
4- Usable fire-extinguishing device accessible to the driver of the vehicle.
5- Front and rear usable lighting lamps.
6- Warning light.
7- Safety belt for both the driver and the passenger next to him in the front seat.
8- Internal lighting lamp.
9- Clear sounding warning device which shall not have multiple tones, or be of the kind of warning devices for emergency vehicles (police, fire, ambulance, etc.) or of any kind not approved by the Traffic Department.
10- Spare tire and jack, and tools to carry out necessary emergency repairs.
66 Article
The following must be found in the body of a motor vehicle:
1- The body must be in good condition and firmly attached to the chassis.
2- The vehicle must be made such that it ensures that the driver has enough room to see front and back and to the right and left so that he can drive safely and securely.
3- The doors and windows must be intact and firm when closed.
4- The seats must be intact and comfortable and its size must be consistent with the normal level.
5- The glass must be of the type for vehicles, and according to international standards. Nothing that prevents vision may be placed on the rear glass.
6- The fenders must be firmly installed.
7- The floor must be covered with insulating material.
8- The body must be painted with high-gloss paint (Duco) or its equivalent.
67 Article
The following is a requirement in the engine:
1- It must be designed in terms of strength and durability consistent with the design of the vehicle and the purpose for its use when it has its maximum weight.
2- It must be in good condition and must not emit smoke that may cause harm to public health, the environment or traffic safety or disturb users of the road. Its lid must be intact and firm.
3- If must be firmly fixed to its suspension.
4- The engine number must be stamped or fixed on it.
68 Article
The driving device and all its accessories must be intact, so that the driver can take control of driving the vehicle with ease and it must be on the left of the vehicle. Notwithstanding the above, as an exception and in case of extreme necessity, it may be on the right side provided that a drawing of a palm in white colour inside a red circle is placed at the top of the rear end of the vehicle.
In all instances, no modifications may be made to the specifications of the driving device except with the approval of the Traffic Department.
69 Article
Every vehicle must have at least two independent means by means of either of which the motion and stopping of the vehicle can be controlled in a complete, fast and safe manner as follows:
1- Service Brakes: The operation of these shall either be automatic, with compressed air, by compression of fluids or any other safe means and its impact shall be similar on all the wheels. If the operation of the brakes is by compression of air or liquids all devices such as pipes and hoses must be intact and the air tank must be technically sound.
2- Parking Brakes: They shall be completely independent in their function from service brakes, and their impact shall be on the wheels of at least one axle.
70 Article
The following must be found in wheels and their axles:
1- The steel rim must be of metal and its size and tolerance strength must be consistent with the design of the vehicle and its axles. There must not be any welds on it.
2- The axles must be balanced, solidly composed and fixed in place according to the vehicle design. It must bear the speed and loads imposed upon it.
3- The tires must be of rubber filled with air according to the prescribed measure. It must be such that does not allow for the vehicle to slide, and its size must be consistent with the vehicle design, axles and steel rims. It must be firmly fixed and must bear the maximum weight of the vehicle.
71 Article
The following must be found in the fuel system:
1- The fuel tanks and the pipes connecting the system's devices must be intact and must not allow for the leakage of fuel.
2- The opening of the fuel tank must be far from the exhaust pipe and must be securely covered.
3- The exhaust component must be firmly installed and must be intact such that it fulfils the required purpose. It must not make an unusual sound and must be equipped with a silencer.
72 Article
It is a requirement that all the lamps of the motor vehicle must be sound and usable, and light up when in use so as to achieve the purposes set forth for each type as follows:
1- Bright light (Flashlights): which shines in the direction of motion for a distance of at least 150 meters.
2- Headlight: that shines in front for a limited distance without causing difficulty to oncoming drivers in the opposite direction.
3- Position lights: small white or yellow lamps on both sides of the front of the vehicle, and another red one on both sides of the rear, that indicate its presence and direction and shows its width from the front and the back provided that it is possible to be seen from a distance of 300 meters at night in clear weather.
4- Brake light: A red lamp fixed on both sides of the rear end of the vehicle that shines as soon as the service brakes are used, which must be clearly visible during the night or day.
5- A white light to illuminate the rear license plate indirectly.
6- A radiant white light that lights up as soon as the transmission stick is moved into reverse.
7- Indication lights that emit intermittent lights for notification when turning right or left. Such lights must be on both sides of the front and rear and must be easily visible day and night.
8- One light in the front and one at the rear for motorcycles and in respect of vehicles drawn by animals. A red reflector shall be places at the rear end of the vehicle.
Every vehicle must be equipped with two identical red reflectors, and in respect of a trailer and semi-trailer the reflector shall be in the form of an equilateral triangle with a length of at least twenty centimetres.
73 Article
The vehicle must have one front and one rear collision fender, according to international standards, firmly fixed to the chassis. They must be of the strength and toughness to fulfil their purpose.
74 Article
Without the written permission of the Traffic Department, no extras may be fitted onto the vehicle, such as stickers or any substance on the glass, or the installation of tinted or reflective glass that hinders visibility inside the car, or reflective lights, additional lamps or number plates different to those issued by the Traffic Department.
75 Article
The Traffic Department may permit in writing the owners of motor vehicles to fit a blind on the glass of their vehicles after payment of the prescribed fee.
The blind to be fitted onto the glass of a vehicle must be of the shaded and not the reflective type. It must only be fitted on the glass of the side rear doors and not the glass of the side front doors and the front and rear windshield of the vehicle.
76 Article
Notwithstanding the provisions of the preceding article, a blind may be fitted over all the glass of the vehicle in the following cases with written authorization from the Traffic Department:
1- If it is proven by a medical report issued by the relevant medical body that the health condition of the applicant requires the same, and within the time limits medically prescribed. This authorization shall be for the applicant personally and may not be used by any other person.
2- The vehicles of certain ministries, government agencies and the diplomatic bodies, which require the same by the nature of their work.
77 Article
In addition to the conditions set forth in Section 1 of this Chapter, and without prejudice to specific conditions for certain types of vehicles, the height of the load placed on the vehicle may not exceed 60cm in any circumstance.
