1 Article
- Amended
A committee of tax exemption stipulated in Law No. 21 of 2009 regarding
income tax
shall be formed as follows:
1. Mr. Muftah Jasim Al Muftah President
Representative of the Ministry of Economy and Finance
2. Mr. Jasim Mohammed Al Karani Member
Representative of the Ministry of Economy and Finance
3. Mr. Fuad Mohammed Al Siddigi Member
Representative of the Ministry of Energy and Industry
4. Mr. Nabeel Fuad Hamadah Member
Representative of the Ministry of Energy and Industry
5. Mr. Ali
Abdullateif Al Musnad
Representative of the Qatar Chamber of Commerce and Industry
One or more employees from the staff of the Public Revenues and Tax Department of the Ministry of Economy and Finance shall conduct the Secretariat of the Committee. The delegation, powers and remuneration of such employees shall be determined by a decision of the Ministry of Economy and Finance.

2 Article
The Committee shall convene at the invitation of the President of the Committee at the Ministry of Economy and Finance headquarters. Such meeting shall not be valid unless attended by a quorum comprising the majority of members and including the President. Recommendations shall be issued in accordance with a majority vote of the members present. In the event of a tie, the President shall have the casting vote.
3 Article
The Secretary of the Committee shall prepare the relevant documents for Committee meetings and shall send copies of all documents for consideration by the Committee to Committee members at least two days prior to the meeting so that they may be studied.
4 Article
The Secretary of the Committee shall oversee the registration of applications received by the Committee in a special record prepared for the purpose and present this to the President of the Committee to set a date for meeting and notify the stakeholders, marking forthcoming procedures in the special record referred.
The Secretary of the Committee shall open a file for each project applying to be excused from income tax in which all documents related to such application shall be retained for ease of reference.
5 Article
Minutes shall be prepared for each meeting of the Committee recording the date, time and place of the Committee meeting and shall include the names of those members present, those who offered apologies for absence, and absent members who failed to attend. The Minutes shall also include the agenda for the meeting, an executive summary of the discussion that took place and opinions given and an executive summary of the discussion that took place and opinions given, resolutions and recommendations reached by the Committee, together with the date set for the next meeting and the time at which the meeting ended
The Minutes shall be signed by the President and members of the Committee as a true and correct record of a meeting and shall be given a number in accordance with the government financial year.
Committee records shall be kept in order by numerical sequence and the dates of meetings. Members of the Committee are entitled to obtain a copy of these records with the consent of the President.
6 Article
All mail, correspondence and memorandums of the Committee and its work shall be signed by the President and numbered in accordance with the Gregorian year during which these were issued.
7 Article
The Committee may form sub-committees from amongst Committee members, or assign one of the Committee members to examine one or more matters within their competence.
8 Article
The Committee may invite to its meetings employees of Ministries and other governmental agencies, or other persons qualified and experienced in the Committee's field to present their opinions where their knowledge and experience is beneficial to the Committee. Such persons shall not be entitled to participate in any vote taken by the committee.
9 Article
Ministries, other governmental bodies, public authorities and corporations shall provide the Committee with the requested information, data and documents necessary for the performance of the Committee's work, and shall cooperate within their field of competence.
10 Article
The Committee shall submit recommendations to the Minister of Economy and Finance to take the necessary steps in accordance with the provisions of
income tax legislation
Law No. 21 of 2009.
11 Article
The President and members of the Committee shall receive monthly remuneration of Four Thousand Qatari (QR 4,000) Riyals.
12 Article
All applications for tax exemption where there has been no final ruling before this resolution has come into force shall be referred to the Committee.
13 Article
The resolution of the
Council of Ministers No. 20 of 1995
referred to above shall be annulled.
14 Article
All relevant authorities, each within their respective jurisdictions, shall implement this Resolution, which shall be published in the
Official Gazette
