     It is prohibited to bulldoze beach sand land or transport earth therefrom. “beachSand” means:
     1 - The sands of the beach as up to the last point of the tide wave, as well as onshore sand to a distance of ten meters.
     2 - The sands of lakes, ponds and swamps attached to the sea, as well as the onshore sands to a distance of ten meters.
    3 - The ebb sands of land exposed by the sea, lakes, ponds and swamps.
    4 - The sands of other areas to be determined by a decision of the Minister of Municipal Affairs and Agriculture.

    Starting Date: 26/07/1995
     Notwithstanding the provisions of Articles 1 and 1(bis), the Ministry of Municipal Affairs and Agriculture, in conjunction with the Supreme Council for the Environment and Natural Resources (SCENR), shall have the power to license the bulldozing of agricultural land or beach sand, or transfer earth and sand therefrom, in order to improve agricultural land or maintain fertility thereof, or with the intention of achieving a public benefit.
    The Minister of Municipal Affairs and Agriculture shall issue regulations and procedures relating to the licencing.
