(as amended by Law No. 3 of 1964):

1. The chairman of the Committee shall examine the complaint prior to it being considered by the full Committee, and he may request from both the appellant and the head of the competent authority any information and documents he deems necessary.

2. The chairman shall compile a report on the grievance within six (6) weeks from receipt of the complaint and each of the two litigants may request access to this report.

3. The chairman may, in the case of an emergency; order that the deadlines stipulated in Article 5 of this Law be shortened and he shall notify all concerned parties by post within twenty-four (24) hours from the date of such order.

4. The shortened deadline shall apply from the date of the announcement of the chairman’s order.
