    1. A committee called “the Central Tender Committee ”(hereinafter “the Committee”) shall be established under the direct supervision of the Minister of Finance and Petroleum.
    2. The Committee shall have the right to receive offers, open envelopes containing offers, and express its opinion and recommendations regarding the best offer. This shall be done according to the rules and procedures in this law.
    3. A record shall be prepared for each meeting in which the Committee's works and recommendations shall be recorded in writing and signed by its president and members.
