AGREEMENT BETWEEN THE GOVERNMENT OF THE STATE OF QATAR AND THE GOVERNMENT OF THE REPUBLIC OF PARAGUAY ON VISA EXEMPTION FOR HOLDERS OF DIPLOMATIC, OFFICIAL AND SPEICAL PASSPORTS
The Government of the State of Qatar and the Government of Republic of Paraguay
hereinafter referred to as the 'Parties';
Desirous to strengthen and deepen the ties of friendship between them;
Have agreed as follows:

Article 1
The passports referred to the present Agreement are the following:
a. In the State of Qatar: valid diplomatic and special passports
b. In the Republic of Paraguay: valid diplomatic and official passports.

Article 2
Nationals of either Party, holding the passports specified in Article 1 in the present Agreement may enter, exit, transit through or stay in the territories of the ocher Party without entry visas, for a maximum period of 90 (ninety) days from the date of entry.

Article 3
Nationals of either Party, holding the passports specified in Article 1 in the present Agreement, who are members of a Diplomatic Mission, consular or international organizations accredited in the territory of the other Party, in addition to the members of their families who live with them and hold the passports specified in Article 1 in the present Agreement may enter, exit, transit through or stay in the territories of the other Party without entry visas during the term of their assignments provided they have finalize accreditation formalities in force in the territories of the other Party within 30 (thirty) days from the date of entry

Article 4
Holders of the passports specified in Article 1 in the present Agreement may cross the borders of the other territory from the legal international border crossing points of this Party.

Article 5
Each Party has the right to:
1. Deny the nationals of the other Party entry or stay in its territories for state security, public order or public health reasons.
2. Reduce the duration of or terminate the stay permit of the nationals of the other Party in accordance with the laws and regulations in force in the territories of the receiving country.

Article 6
Nationals of Parties holding the passports specified in Article 1 in the present Agreement shall observe the laws and regulations in force in the territories of the other Party when crossing the borders of or staying in these territories.

Article 7
Each Party retains the right to suspend the implementation of the present Agreement, partially or entirely for reasons pertaining to state security, public order or public health. When such decision issued or cancelled the other Party shall be notified thereof in writing through diplomatic channels.

Article 8
1. For the purpose of implementing of the present Agreement, the concerned authorities of both Parties shall exchange, through diplomatic channels, samples of their valid diplomatic, official and special passports within 30 (thirty) days from the date on which the present Agreement was signed.
2. In case any of the Parties issues new diplomatic, official or special passports or modifies them, its concerned authorities shall notify the authorities of the other Party and provide them with samples of the new passports through diplomatic channels 30 (thirty) days before starting to use such passports.

Article 9
Any disagreement arising between the Parties on the Interpretation or implementation of any provision of the present Agreement shall be settled through the diplomatic channels.

Article 10
The present Agreement or any of its provisions may be amended by written Agreement between the Parties; and such amendments shall enter into force in accordance with the same procedures specified in Article 11 of the present Agreement.

Article 11
1. The present Agreement shall enter into force 30 (thirty) days after the date of receipt of the last diplomatic notification, through which the Parties communicate each other, by written and through the diplomatic channels, the fulfilment of the respective internal legal requirements for such effect.
2. The present Agreement shall be valid indefinitely unless either Party notifies the other Party in writing through diplomatic channels of its intention to terminate the present Agreement in such case the present Agreement shall terminate after 90 (ninety) days from the date of receipt of the aforementioned notification.
In Witness Whereof, the undersigned, who are duly authorized by their respective governments sign the present Agreement.

This Agreement was written and signed in Asuscion(City), on / / Hijri date) corresponding to / / (Gregorian date) in two original copies, in Arabic, Spanish and English, all texts being equally authentic. In case of divergence of interpretation, the English text shall prevail.
