In their interest to reinforce and consolidate the fraternal links between the two sister countries and the two brotherly people; and
In their interest to establish more mutual cooperation in the fields of economy, culture, science and technical aspects: in order to achieve the joint objectives,
The government of the State of Qatar and the government of the People’s Democratic Republic of Algiers have agreed as follows:
Article 1
A Qatari – Algerian joint committee shall be formed for economic, cultural, scientific and technical cooperation, in order to develop mutual cooperation in these fields and subsequently achieve the mutual interests of the two countries.
Article 2
The duties of the joint committee shall comprise the following:
1. To propose ways for consolidating the mutual cooperation, particularly in the fields of agriculture, industry, trade, fisheries, transport, communications, and O&G affairs, in addition to joint venture investment;
2. To review aspects related to mutual cultural cooperation in the fields of information, education, vocation preparation, general health, tourism youth and sports;
3. To study aspects related to technical cooperation, particularly the exchange of experts in different fields;
4. To propose programs for the economic, cultural. scientific and technical cooperation, and to take all measures deems necessary for the implementation of such programs; and
5. Any other issues referred thereto by the two countries to the joint committee.
Article 3
The joint committee shall hold a general meeting once every year, in each of the two countries, alternately. Extraordinary meetings shall be held upon the consent of the two parties.
Article 4
Each of the two countries shall appoint respective representatives in the joint committee. Each side shall be chaired by a chairman of a minister’s level.
Article 5
The draft agenda for each session shall be prepared through consultations between the two parties at least one month in advance of the date specified for the meeting. Such draft agenda shall be endorsed open opening of the meeting.
Article 6
The committee shall submit recommendations on issues within its functions to the competent entities in each country. Such competent entities shall take necessary action on submitted recommendations in conformity with the applicable rules and regulations in each country.
Article 7
This agreement shall be valid for a period of five years, automatically renewable for similar terms, unless one of the parties notifies the other of its desire not to renew at least three months prior to the expiration thereof.
Article 8
This agreement becomes temporarily effective upon signature thereof. It shall be effective in full swing upon the exchange of ratification documents.
IN WITNESS WHEREOF, the undersigned has hereto signed this Agreement.
Done at the city of Algiers this 9th day of Jumada II, 1410H, in authentic duplicate copies, in Arabic. Each party shall retain one copy.
