Provisions
In confirmation of the support and consolidation of the fraternal links between the state of Qatar and the Arab Republic of Egypt,
In order to achieve the joint objectives of the two sister countries,
In their interest to reinforce and develop the bilateral relations between the two states in all aspects,
The Government of the State of Qatar and the Government of the Arab Republic of Egypt have agreed as follows:
Article 1
A Qatari–Egyptian Higher Joint Committee shall be formed (to be known as the Higher Joint Committee) for the development of relations between the two countries in all fields, in such a manner as to achieve the interests of the two sister-countries.
Article 2
The assignments of the Higher Joint Committee shall comprise the following:
1. Establishment of the necessary basis and rules for expanding cooperation between the parties hereto in various fields, particularly with regard to economic, commercial, cultural, scientific, technical and social matters, and to seek the development of such cooperative relationship;
2. To encourage the exchange of trade, to explore techniques to support and employ financial and banking cooperation, to show interest in the provision of all necessary facilities in accordance with the legislation applicable in both countries;
3. To facilitate the exchange of information and documents with regard to economic, cultural, scientific, technical and social issues;
4. To encourage mutual visits and gatherings between the institutions of the two countries in such a way as to contribute to the development of the relationship between them;
5. Provisions of appropriate solutions to the problems that emerge consequent to the application of effective agreements, as well as matters related to the affairs and interests of the citizens of either of the two countries and the institutions operating in each of the two contracting countries.
Article 3
The Higher Joint Committee shall be under the chairmanship of the foreign minister of each party hereto and members of the Committee shall represent the sectors concerned regarding the bilateral cooperation in both countries.
Article 4
The Higher Joint Committee shall hold a regular session once very year, the location of which shall alternate between Doha and Cairo. Extraordinary sessions may be held with consent of the parties hereto.
Article 5
The Higher Joint Committee shall institute permanent and temporary subcommittees and work groups for the accomplishment of specific assignments within the scope thereof. The recommendations of the technical committees and work groups shall be presented to the Higher Joint Committee for consideration and approval.
Article 6
The draft agenda for each meeting of the Higher Joint Committeeshall be prepared through the exchange of proposals by diplomatic channels. Such draft agenda shall be submitted sufficiently in advance of each meeting. The draft shall be presented to the Higher Joint Committee for endorsement before the start of the meeting.
Article 7
This Agreement shall be valid for five years, being automatically renewable, unless either of the two parties notifies the other of its desire to amend the same, either partially or in its entirety. It is provided that such notice of amendment shall be served at least six months before the expiry of the Agreement.
Article 8
This Agreement becomes effective from the date of notice regarding the completion of designated ratification procedures of each of the contracting parties.
Issued and signed in Cairo on 5 Jumada II 1410H, corresponding to 2 January 1990, in duplicate originals, in Arabic. Each party has retained one original copy.
