Provisions
In their desire to consolidate the links of Arab and Islamic fraternity, and to ensure mutual cooperation between the two countries in the fields of information within the scope of a cordial fraternal relationship between the two countries; and
In observation of the legislation and regulations applicable in each country,
The Government of the State of Qatar and the Government of the Arab Republic of Egypt have concluded this agreement.
Article 1
The parties hereto shall exchange news, information and any other informational material that is likely to consolidate the Arab and Islamic fraternity, and support common interests that lead to the realization of the superior ideals sought by the two countries.
Article 2
In order to consolidate cooperation between radio and television corporations in the two countries, the parties hereto shall:
1. Exchange broadcasters (announcers), technical expertise, information and visits; and provide facilities where possible for the personnel operating in these corporations in order to enable them to perform their professional duties;
2. Exchange programmes and audio-visual recordings (including news, musical, drama, discourse materials) in addition to symposiums and lectures. Emphasis shall be placed on aspects related to the Islamic spirit;
3. Encourage joint productions in the fields of radio and television.
Article 3
The parties hereto shall exert joint efforts in the fields of press, publications and publishing in the following issues:
1. To encourage the publication of news and information related to each of the two countries in local papers and magazines;
2. To facilitate the admission of newspapers and magazines issued in each of the two countries, and to distribute the same regularly;
3. To exchange publications and informational pamphlets regularly issued in each of the two countries;
4. To make use of the expertise of the press institutions of each country, and to facilitate the assignments of corresponding newsmen;
5. To enable exchange visits between the pressmen and information personnel of both countries.
Article 4
1. The parties hereto shall exchange experts and specialists in the various fields of information in order to utilize available experience and assist in training the personnel in such fields.
2. Each party shall allow information personnel delegates of the other party to be trained in each other’s training institutions, whether practical training within the divisions of such institutions, or as part of training courses in training institutes that belong to such institutions.
Article 5
In the interests of implementing information policy between the two countries, each country shall make the other conversant with the legislation, rules, studies and researches in the field of information.
Article 6
Each party shall cooperate, within its own resources and experience, to propagate the image of the other country abroad, in coordination with the respective external information offices, in order to achieve such purpose, and in order to present the other party at locations where no information representation is available.
Article 7
In order to implement the provisions of this Agreement, a joint sub-committee shall be formed to convene in Doha and Cairo, alternately, once every year. The first meeting shall convene not later than three months from the effective date of this Agreement.
The functions of such joint sub-committee shall be as follows:
1. To implement this Agreement, and to propose new aspects of cooperation between the parties hereto in the fields of information. Such recommendations shall be made to officials for consideration.
2. The competent ministers in both countries shall issue the resolutions related to the appointment of the appropriate respective representatives within two months following the effective date of this Agreement.
Article 8
This Agreement shall become effective from the date of exchanging the ratified documents, and shall remain in force for three years, being automatically renewable for similar terms, unless either of the parties hereto notifies the other in writing of its desire not to renew, provided that such notice shall be at least six months before the expiration of the term.
In witness thereof, the undersigned have signed this Agreement on exchange of official authorizations and verification of the same.
This Agreement has been issued in the city of Cairo on 5 Jumada II 1410H corresponding to 2 January 1990, in original duplicates. Each copy is signed by both parties. Each party has retained one original set.
